Westwood Professional Services, Inc. is seeking a Lead Substation Engineer - SCADA to join our team. The Lead Substation Engineer - SCADA works on electric substation design projects for high-voltage utility systems and renewable energy interconnection projects. He/she will apply their engineering knowledge and experience to fulfill the principal duties and responsibilities listed below. He/she will also work with other internal and external project stakeholders to ensure project milestones and expectations of contracted services are met. Westwood has a highly experienced and dynamic team of individuals dedicated to providing high-level professional services to our clients.

Duties and Responsibilities

Performs all SCADA and communication design aspects for high voltage (4kV – 230kV) and EHV (above 230kV) substation projects to include:

  • Develop
    • SCADA and Communications Specifications
    • I/O Mapping
    • Points Lists and Associated Mapping
    • HMI Configuration files
    • RTU and Substation computer programming files
    • Automation programming and associated logic files
  • Perform QA/QC
    • Items listed above
    • SCADA and Communications Schematics
  • Technical Support
    • Procurement
    • Construction (Testing and Commissioning)
    • Design Team
    • Off takers, Owners, Utilities, and any other entities that require interfaces with the substation SCADA system
  • Active Coordination
    • Ability to work seamlessly with and provide guidance to the P&C/SCADA Design Team in their development of the above-listed schematics
    • Ability to provide technical support for field personnel, remote entities, and equipment vendors who are responsible for working and communicating with the substation SCADA system.
    • Ability to coordinate with control centers for commissioning and troubleshooting.
    • Ability to coordinate efforts with other various external and internal project team members, with familiarity in identifying when coordination is needed with certain design disciplines such as the protection and control design engineers, system protection engineers, transmission line engineers, distribution line engineers, telecom engineers, etc.

    • Leverages experience by mentoring and training members of the team.
    • Participates in developing individual growth plan and assists with development of mentee’s growth plan if so desired.
    • Lead by example and be accountable for own actions.
    • Supervise small team of engineers if growth allows.
    • Approve timesheets and expense reports.
    • Assist management with project assignments.
    • Management of responsible resource hours within Float.
    • One on ones with direct reports once a month
    • Participate in development of growth plans for direct reports.
    • Attend leadership training when made available.

    • Provides transparent and honest feedback to the project team (i.e., external stakeholders, clients, etc.)

    • Keenly focused on the production of high-quality work and supported continuous improvement efforts.

    • Responsible for assisting with the identification of fundamental client interests. and may determine the key clients in some instances
    • Communicates client interests and drivers to project team members and develops approaches to accommodate these concerns in the performance of the work.
    • Serves as a technical specialist for SCADA and communication and has knowledge and skillset to provide consultation and guidance to project teams.
    • Remove any impediments that are obstructing the engineering team from achieving its goals.
    • Attend all client technical review meetings.
    • Act as project technical lead and QA/QC lead as needed.
    • Support assigned PM in project management activities, including but not limited to proposal development, resource allocation, and schedule adherence.

Required Skills

• Requires a bachelor's degree in electrical engineering from a recognized accredited program
• Minimum of 10 years related work experience in the field of SCADA and communications particularly for utility and/or renewable projects.
• PE License
• Proficient in use of SEL acSELerator RTAC, SEL Diagram Builder, SEL Quickset, Ignition, GE Cimplicity, Substation Computer Event, Historian and Synchrophasor software or similar programs
• Knowledge of substation Network and Firewall Requirements and associated designs and programming.
• Ability to travel and be onsite for commissioning support (1 to 2 weeks at a time)
• Development of advanced automation and associated logic schemes.
• Good knowledge of the industry and technology trends specific to substations.

Preferred Experience

• Meet minimum qualification
• Knowledge of NERC/CIP requirements and associated designs.
• Experience with proposal writing and project estimating.
• Working knowledge of scheduling and project controls processes.
• P&C setting and design experience
• Familiarity with the NEC and National Electrical Safety Code
